What is covered?

The technical drawings and supporting information for a Building Regulations submission: construction build-ups, thermal performance, fire strategy and means of escape, access, ventilation and drainage, coordinated with the structural and services information.

Planning consent says a building may exist. This is the work that establishes it may be built.

Why is this separate from planning?

Because the two regimes ask different questions and are satisfied by different drawings. A planning drawing shows what a building looks like and how it sits; a Building Regulations drawing shows how it performs and how it goes together.

Treating the second as a formality after the first is how projects arrive on site with information nobody can build from.

How does it work with specialist accommodation?

Care and supported living schemes carry requirements that a standard residential submission does not, and they interact: means of escape, separation, staff provision and the registration standards all bear on the same rooms.

Those are resolved together, because solving them one at a time produces a building that satisfies each and none.
